The eroding political and security dominion of the government of Afghanistan has once again raised the potential of increased U.S. military and civilian assistance. President Obama made the complete withdrawal of U.S. military forces by the end of 2016 a central premise of his policy toward Afghanistan, but on the advice of his military and civilian staffs, he has modified that target.
